The commission created to distribute European aid funds in the face of the impact of the pandemic is now a reality. This Tuesday, February 16, the President of the Government, Pedro Sánchez, led the constitution of this body, after the weekly meeting of the Council of Ministers. The Interministerial Commission for Recovery, Transformation and Resilience has thus been launched , which was created with the objective of managing the economic aid that the European Union has allocated to combat the effects of the coronavirus . The road to obtaining these funds has not been quick and there is still the most important stretch to go. These recovery funds, whose final budget is valued at around 1.8 trillion euros, have overcome an attempted veto by Poland and Hungary, which has meant a delay in their arrival.
The Government of Spain has already worked on a recovery plan for the national economy and has sent Brussels a package of 30 initiatives and projects to which it will allocate this aid . Furthermore, on January 28, Congress approved the validation of the decree that establishes the roadmap for the management and co-governance of the European Europe Cell Phone Number List reconstruction funds. Spain, the most benefited country , has been allocated a total of 79.5 billion euros in non-refundable aid until 2023. Of these, 27 billion have already been included in the 2021 budgets. However, this first advance will arrive between the second quarter and mid-year , which means that the State will have to go into debt to meet the expected expenses. After this first shipment - and always at the expense of the European Commission giving its approval and verifying that the reforms are applied and their conditions are met -, Spain and all EU members will receive community aid.
All these transfers that arrive in Spain will go through the control of the Interministerial Commission for Recovery, Transformation and Resilience, which will be responsible for managing European funds and thus mitigating the significant economic impact that COVID-19 has generated . The 140,000 million euros - which include both the direct subsidies mentioned above and the credits, which account for the rest - will be administered by this body, which will decide where the aid is directed and will hire more staff given the workload it will entail. In the collection of subsidies, PERTE or Strategic Projects for Economic Recovery and Transformation will have preference, a new legal figure of public-private collaboration announced by the Government, as The Information has advanced .
